Effective performance management is fundamental to demonstrate to citizens, communities and service users, that organisational objectives are being achieved. Through Best Value we have learned that we require a consistent approach to performance monitoring and we are working with local authorities to deliver a common framework to support this.

In this interactive session, Paul Cowan will discuss the leadership challenges facing local government now and in the future.
The session will ask the question: What exactly is leadership?
Delegates will also gain an insight into the organisational development work currently taking place within the Improvement Service.

The Local Government Act Scotland 2003 requires Local Authorities to demonstrate that they have developed a culture which encourages both equal opportunities and the observance of the equal opportunities requirements. In the light of the new equality duties on race, disability and gender how can Local Authorities demonstrate their commitment to mainstreaming, equality impact assessment, procurement, monitoring and employment issues”.

4: Before & After the Best Value Audit- a View From Councils

From the experience Dundee City Council and West Lothian Council, how they prepared for the audit, built their submissions, managed the audit process, arrived at an agreed report and handled the publication of the report. The session will also cover some reflection on what has happened since.

8: Performance Management: An outcome-based Approach to Improving Services

West Lothian Council Outcome Agreement.
In an outcome agreement, the outcomes are determined by combining the priorities of the community with Scottish Executive priorities. This gives a focus on front line services compared to the current initiative culture, which focuses on inputs and processes. Outcomes will be assessed by a rigorous and robust performance management system.
