The Property Partnership model first featured in the UK property market in 1998 in the form of the 20 year contract between the Department for Work and Pensions and Land Securities Trillium. Since then, this integrated approach to raising capital from property, introducing cost efficiencies and creating operational flexibility has seen take-up by further Departments and also the corporate sector. Using the DWP project as a case study, this workshop will explore how Property Partnerships can be constructed, operate in practice and are relevant to the implementation of the Lyons Review at Departmental level.

David Dunbar, Head of BT Workstyle Division
In 1992 BT had 90 London offices and 19,000 people based in them. In 2004 there are only 3 office buildings housing 3,700 people. These changes were brought about by a policy of relocation and changes in workstyle. The key enabler of this massive change was the intelligent design of buildings combined with careful planning and siting. This ICT enablement combined with changes in workstyles allow its people to be virtually anywhere without diminishing employee satisfaction and retention levels. This workshop will look in depth at how BT achieved this and how it can work with Government Departments to enable relocation and efficiency policies to be implemented effectively.

It will explore in more detail tactical options such as relocating work (rather than people), flexible working, and dispersed team working. It will also cover the support mechanisms of education and training, and terms and conditions. The session will be supported by a case study of the Managed Migration Service in Sheffield, part of the Home Office.

Peter Jones & David Mathieson, Turner & Townsend; Charles Everett - Director, Corporate Development and Services Directorate, Home Office The structure and development of infrastructure based programmes and projects has a critical impact on the effective delivery of an organisations business strategy and on the consequent operational and financial efficiencies achieved. This workshop will explore the key issues unpinning how such projects can drive, support and influence the delivery of business objectives and how to allow sufficient flexibility to adapt to changing business priorities. Recent Home Office experience will provide a practical illustration of these issues.
