Delivering World Class Public Services

Public Services Industry - Programme for Action

Placeholder

Monday 16th March 2009 - QEII Conference Centre, London

"The Government is committed to the delivery of world class public services for all, and over the past decade has made substantial investments in order to realise this vision. Although many public services are rightly provided exclusively by the public sector, increasingly both central and local government, including devolved administrations, are engaging and working in partnership with private and third sector providers to find ways of ensuring our gouals of excellent, fair and cost effective public services are achieved...Ensuring that we have a thorough understanding of how we engage with the private and third sectors is critical to getting the best results to both those working in the industry and for consumers and taxpayers" Rt. Hon. John Hutton MP, Former Secretary of State for Business Enterprise and Regulatory Reform

Recent events in the banking industry and the wider world of finance have led to levels of upheaval which are unprecedented in the modern era. The exact nature of the inevitable changes that this upheaval will bring about can only be guessed at but it is surely prudent to be prepared for some of the possible scenarios whilst at the same time staying committed to the development and delivery of the levels of public service demanded by our citizens.

The high level of aspiration to delivering world class public services, whilst at the same time achieving greater efficiency, will inevitably require a mix of expertise from in-house public sector teams and external specialists from the private and third sectors.

Determining what this mix should be and how it should be managed are key elements in achieving optimum results.

The Public Service Industry Review

What is the Public Service Industry (PSI)? The Review, authored by DeAnne Julius, defines it to include "All private and third sector enterprises that provide services to the public on behalf of Government, or to the Government itself".

Currently some 33% of public services are provided by the PSI, employing 1.2 million people and deriving revenues of £79 billion, whilst delivering high quality services to the public and government and best value to the taxpayer. Of these, end user services range from the basic, such as refuse collection, to the highly complex such as social welfare. Additionally, there are those services provided to the Government itself, such as Consultancy, IT, Facilities Management, HR etc.

The increasingly complex nature of end-user and in-house services delivered by the PSI demand that public bodies should:-

  • 1. Be open to new forms of partnership working
  • 2. Acquire higher levels of commissioning and procurement skills
  • 3. Be open to innovation
  • 4. Be more in tune with the needs of the citizen

This one day conference will bring together Commissioners, Procurement and Contract Specialists, Finance Directors, Heads of Corporate Services and many others from all areas of public service to discover how improved skills, clearer processes and closer partnerships can help in achieving their goals of greater efficiency, improved service delivery and best value for taxpayers.

"The UK has been at the forefront of innovation in the developent of its PSI. it is time to build on that foundation and use the PSI not only to save the taxpayer money, but also to spur the drive towards world class, personalised public services for all."Dr DeAnne Julius CBE - author: BERR Public Services Industry Review - 'Understanding the Public Services Industry: How Big, How Good, Where Next?'
