This session will share experiences of individual & organisational programmes within CEL's Building Future Talent strategy. Delegates will also debate more widely how the sector can attract, build & retain leadership talent.

    Today, as the public sector faces many challenges & changes, the requirement for inspirational & aligned leadership is paramount. Business performance is driven by leadership teams with a shared purpose, vision, mission & strategy. This experiential session will explore the key dimensions to creating a high-performing leadership team, together with a case study of a public sector organisation which implemented significant behaviour change, delivering considerable return on its investment.

This session will present new thinking from Manchester Business School on a specifically public sector model of leadership which captures the very different, & often conflicting, roles public leaders are called upon to perform.

    Leadership is personally challenging & circumstances conspire to confront leaders with aspects of themselves that they do not like - yet they must find a way forward. How they do this is in itself a test of leadership & potentially a gateway for transformation and inspiration. This session explores how.

  • B5: PKF & Jobcentre Plus - Creating The Momentum For Culture Change

    PKF & Jobcentre Plus will present a case study of how they have jointly created a programme to create a culture change to support their transformational agenda in what is a large & geographically dispersed organisation. This session will cover how the programme partners have defined the new culture in measurable terms; created measurement tools, linked the culture change to the development & actions of local managers; supported local managers through change: & tied this up with the Strategic purpose of the organisation.
  • C1: Leadership For Change

    Developing the talent pipeline is key to an organisations' ability to meet its future objectives. This session will report the results of a benchmarking study conducted for the World Bank in the USA, who had a need to improve the way that its leaders & managers are developed. It led to the 'Talent Engine' framework, which may be used as a diagnostic tool.
  • C2: Transformation Leadership - A Case Study Of St Mary's NHS Trust

    Engaging clinicians as highly effective leaders is critical to success in a world of targets & service reform. This session explores and illuminates the Lane4 St Mary's partnership, a partnership focused on the development of a community of transformational leaders within the Trust.
  • C3: How to Assess & Develop Leadership Wisdom
    Running time: 15:15 - 16:15

    Leadership Wisdom has been inadequately addressed up til now, because it has not been well-defined or easily measured. This session explores the nature of leadership wisdom & its incorporation into the ‘Leading Across Boundaries’ programme, run by the Royal Pharmaceutical Society & endorsed by the NHS Institute for Innovation and Improvement.
  • C4: The Leadership Gap – Going Beyond Method
    Running time: 15:15 - 16:15

    There is considerable focus on method & management of projects, but success is still elusive. The missing ingredient is judgement & leadership. Leadership does differ in project & programme environments? Who does it, & what should they do? This session looks at the issues, recommends an approach, & illustrates good practices by examining a successful Home Office project.

    Formalised managerial qualifications are increasingly significant to the pressured public sector. Yet in managing organisations – public or private - textbook theory only gets you so far. Putting leadership principles into practice effectively is the true measure of management development programmes. Should business schools produce public sector leaders & managers or just MBAs?
