An expert Panel provide the latest in leadership thinking in a 90-minute session for all delegates. A scene-setting message from the conference chair is followed by four 15-minute presentations & an interactive 25-minute Q&A (from 10:35-11:00) involving speakers, session chair & delegates.
Speakers- 09:30 : Ewart Wooldridge CBE - Chief Executive : Leadership Foundation for Higher Education
Previously Chief Executive & Director of the Civil Service College & director within the corporate development group of the Cabinet Office, actively working on civil service reform & the modernisation of public services. He was also the Cabinet Office champion for relations with the voluntary sector. His previous career spanned HR & line director positions in the private & public sectors in engineering, printing & the media (Granada plc and TVS television). From 1992 – 96, he was Director of Operations at London’s South Bank Arts Centre. He then became a Chief Officer of Hampshire County Council with responsibility for lifelong learning, culture, countryside & community services. He is a Companion of the Institute of Personnel and Development. He was a Vice President of the CIPD from 1993 – 1995 & chair of the National Forum on Counselling and Career Management for many years after that. He was awarded the CBE in the Queen’s Birthday Honours in 2004 for his contribution to leadership development.

'Leadership, Past, Present & Future' - A personal exploration of some of the key leadership concepts & models which have shaped the thinking around leadership & leadership development over the past 30 years, & an overview of current thinking which has relevance for the challenges facing public service leaders now & in the future.
Paul & his team are responsible for senior executive development, & for building leadership capacity in the NHS via graduate schemes, programmes for aspiring black & minority ethnic leaders & mid career entrants from other sectors. Prior to joining the NHS in 2005, Paul spent the previous 16 years in senior management roles in industry, helping global companies such as Sony, Reckitt & Colman, & Diageo transform, & build, leadership & change capability, against a backcloth of mergers & acquisitions. His early career was spent in education, as a senior lecturer specialising in staff development. Paul is editor of the Institute’s leadership journal, and is a columnist for the Health Service Journal, writing on topical leadership & management issues.

‘Values-Driven Leadership’
Farida is a Police Inspector with 27 years' experience as an operational uniformed officer in the Metropolitan Police Service. Currently a member of the Leadership Academy Research & Development Team, Farida is involved in the design of a broad range of innovative leadership products & the growth of productive, professional networks. She hosts many national & international visitors to the Metropolitan Police Leadership Academy. Most recently, Farida has been instrumental in the creation of a programme for new team leaders, founded on the concept of values based leadership, performance improvement & citizen focus. Farida is a founder member of the 'Positive Action Team' created to increase the representation of minority communities within the police. She assures that all leadership products meet the diverse needs of staff within the organisation. She is a qualified coach, trainer & facilitator.

Marc has a degree in Clinical Psychology & Psychoanalysis & a degree in Business Administration. He was founder of the assessment activities & competency management consultancy for De Witte & Morel in Belgium in 1995. His main activities lie in the field of assessment & development centres, competency management, high potentials-management, performance management & coaching. He is an executive member of the European HR Forum, vice-president of the RvB non-profit organisation ‘Cocom – Ode aan de Mens’ – an organisation uniting important Flemish entrepreneurs, professors & thinkers. Marc is also a regular speaker on HR matters. In the past year he has lectured at the Royal Belgian Military Academy & Vlerick Management School Belgium &, last year, was co-author of the HR book ‘High Potentials: the Competitive Edge within your Company’.

Corporate manslaughter becomes law in April 2008; the pursuit of a suspect following 21/7 leads to the conviction of a police force on health & safety charges; hospital trusts are under investigation for infection control ; schools, teachers & management are investigated following activity fatalities. The original intent of the architects of UK health & safety law was that it should not become a driver of wider public policy. That is, however, happening. What are the resulting policy implications (positive & not) & liability risks for organisations ? What steps should leaders take & what should be done practically to address the issues?
