    • 09:50 : Nick Sloan - Director, Performance Measurement: : National Audit Office

      Nick Sloan’s work in the National Audit Office (NAO) has covered a variety of topics including trade & industry, health & human resources. He has been VFM Technical Director for the NAO & then Director for Defence covering successively procurement & non-procurement issues. He is currently the Director with responsibility for performance measurement & validation issues, & is Practice Leader of the NAO’s performance measurement network. He also directs the NAO’s VFM audit of DfID (Department for International Development). He has a first degree in Physics, & a Masters degree in the Evaluation of Public Services. He is a Chartered Public Finance Accountant. He was the project director for NAO Reports on ‘Measuring the Performance of Government Departments’, ‘Joint Targets’ & on performance measurement arrangements at DfID. He is in charge of NAO validation of data systems underlying Public Service Agreement performance targets, works on measurement aspects of efficiency monitoring, & is currently looking at the use of performance information to help improve performance. He represents the NAO on Government & other multi-agency performance measurement working groups, & participated in the external challenge parts of the recent CSR.

    • 10:05 : Ian Hickman - Director, Local Government Directorate : Audit Commission

      Prior to joining the Audit Commission in 2000 to assist in developing their inspection service, Ian held various senior posts in local government. He spent 18 years in education & cultural services with a range of authorities including London boroughs, unitary councils & districts. His last post was as Head of Continuing Education & Cultural services in Wokingham. In this post he was responsible for the libraries, youth & leisure services as well as all services provided on a contracted basis to schools. From 2000 to 2004 Ian had various roles in the London Region, culminating as the Head of Local Government co-ordinating audit & inspection policy implementation across the 33 boroughs and the GLA group. He also led four corporate assessments & a range of corporate governance inspections. During this period he also spent some time on secondment to the Office of the Deputy Prime Minister. Since 2004, Ian has had a national role initially overseeing the delivery of CPA & the development of new performance assessment framework for local government & other best value authorities. In April 2005 he was appointed to the post of Director of Local Government Performance & Improvement & leads on the Audit Commission’s programme of work in this sector.

      Philip Oliver is Group Marketing Director of Fujitsu Services & a non executive Director of the Crown Prosecution Service. He joined Fujitsu Services in 2004 with the remit to help shape the direction of the company in Europe, lead the brand/reputation programme & drive demand generation for the Business Units. Before working at Fujitsu, Philip was vice president of strategy for IBM Global Services Worldwide & prior to that Director of Marketing for IBM Global Services in EMEA. Philip held a variety of sales, project management, business management, & marketing positions in IBM & BT earlier in his career.
