A Climate For Change

Wednesday 29th April 2009 - Waterfront Hall: Belfast

A PUBLIC SECTOR PROPERTY AND ESTATES NORTHERN IRELAND CONFERENCE

"It is worth reiterating the unprecedented scale of the Investment Strategy and its importance within the Executive’s programme for Government” - Finance Minister, Nigel Dodds.

“A wide-ranging programme of reform across the public service and the innovative use of technology and workspace offer new possibilities for how we work and deliver public services” - Review of location of public sector jobs.

Fundamental changes to the structure of government are underway and there is a general atmosphere of radical change in the air. Many of the changes will directly impact on the management of property assets and on service delivery across all areas of the Northern Ireland public sector and challenge the skills of those charged with that management.

These challenges are typified by -

  • £5.6bn of new infrastructure investment to be delivered over the next three years (potentially rising to £18bn in the next decade)
  • Commitment to improve the quality of public service delivery
  • Drive to reduce costs and improve efficiency
  • Delivery of the Workplace 2010 programme
  • 26 local authorities reducing to 11
  • The review of location of public sector jobs
  • Realising £1bn of capital assets over 5 years
  • The schools estate – renewal, rationalisation and reform
  • Health - £640m first phase programme

This major one day conference, being run in association with the Strategic Investment Board, will draw together those involved in property management, corporate services, finance, HR and service delivery from all areas of public service across Northern Ireland's public sector to discuss and learn about these and other vital areas of concern.

Best practice case studies from near and far will feature heavily in the breakout sessions, each designed to provide maximum benefit to each delegate and their respective organisations by mixing private sector expertise with public sector experience.

Additional priority areas to be covered within the agenda include –

  • Establishing basic property data, valuations and fitness for use
  • More efficient use of the property portfolio and better space management
  • Cash savings and capital realisation from asset disposal
  • Reducing energy use
  • Technologies impact on accommodation needs
  • Future trends
