29th March 2006, QEII Conference Centre, London

Agenda

  • Breakout Sessions A1, A2, A3 & A4
    • A1: Working Your Assets Off – Making Better Use Of Surplus Land
      Running time: 11:15 - 12:30

The session will focus on the importance of public sector assets & their contribution to the government’s agenda of regeneration & growth. We look at the scale of assets across England, how data is being captured & how public agencies are already working together for mutual benefit. But how can we do more to use assets effectively and make them ‘work harder’ for the public sector? We will examine the barriers & the opportunities surrounding surplus public sector land.
    • A2: Property & Investment Planning As A Key Part Of The Overall Business Strategy
      Running time: 11:15 - 12:30

Public sector organisations are under pressure to strategically manage & operate property assets & to think corporately about investment decisions. Effective Asset Management is a key contributor to delivering consistent, successful outcomes, which are integrated with corporate approvals & reporting systems. Here we explore opportunities for realising the potential of investment decisions & property assets, the influence they have on creating value & contributing to efficiencies & the impact Effective Asset Management can have on CPA ratings.
    • A3: Public Sector Property Assets .... But Keep Your Hands Off Mine!
      Running time: 11:15 - 12:30

For as long as we can remember, there have been pleas to treat public sector property as a shared resource. In theory, it makes an awful lot of sense. What corporate organisation, with an eye to efficiency & effectiveness, would not try to rationalise the use its subsidiary companies make of resources that can & should be shared - IT, accounting & HR support & perhaps property? The public sector aspires to integrate & align its services but true integration may require people to give up control, compromise on the way they operate, sacrifice image & work in harmony with others who have different agendas for public service. But, there are some examples of partnership in public property. What are the constraints, what lessons can be learned & what is the way forward?
    • A4: Outsourcing Property Services: The Next Generation
      Running time: 11:15 - 12:30

How public sector organisations are evolving their outsourcing models to achieve improved levels of service & efficiencies.
