Public Sector Property & Estates 2007
3rd April 2007, QEII Conference Centre, London
Public Service Partnership is pleased to announce the timing for the third Public Sector Property & Estates conference. An established part of the property management year, the 2007 event will be held at the Queen Elizabeth Conference Centre on April 3. Since this conference series started, the role of the property asset manager has received increasing attention within all sectors of the public estate.
Guidelines from RICS & COPROP, peer reviews in local government together with the Route Map from Government Relocation & Asset Management, (GRAM) within OGC are all indicative of increased activity in the sector. The recognition that public sector property assets exceed £800m and that their better management is fundamental in achieving more efficient public service delivery has been emphasized within the March 2006 budget. It is expected to receive further impetus in the Comprehensive Spending Review (CSR07)
“…The Government is adopting a new strategic approach to investment & asset management practice throughout the public sector in the CSR. The focus of taking forward this progressive approach is the development of a unique Asset Management Strategy for each department ..... ”
Varney Report Dec 2006
“…delivering a step change in the management of the public sector asset base, taking forward the recommendations of the Lyons Review of asset management”
March 2006 budget
“I believe there is a clear need to pull together existing skills within the public sector and to re-enforce them with expertise from the private sector…”
Lyons review 2004
The property asset manager & strategic financial managers have also to face the challenges of:
- The New Localism and Community Assets agenda including partnerships with the third sector in the regeneration and building of sustainable communities.
- Increasing energy costs and the need for compliance with the European Directive on buildings.
This conference will build on the huge success of previous conferences and will attract property directors and portfolio holders and many others from across the whole public sector.
Following the morning plenary session with keynote speakers, there are three separate breakout sessions, each providing delegates with a choice of 5 work sessions.
There are four broad streams running through the 12 conference work sessions:
- Deployment & effectiveness of Public Sector Assets:
- Delivery of effective property services
- Standards in asset management
- Sustainability
