Glasgow SECC 1st / 2nd Feb 2005

-
A1: Conflict Resolution
Running time: 13:30 - 14:45
Enabling a measured & effective response to change - by both organisations & individuals – will be crucial in achieving planned improvements in public service efficiency. What steps can be taken to avoid, or, at worst, reduce conflict.
-
A2: Leadership & Succession Planning
Running time: 15:15 - 16:30

- Stream B - Partnership: Partnering For Success Public services will increasingly depend on effective partnerships (Joint Future etc) across public, private & voluntary/community organisations. In sharing people, skills expertise & resources, these partnerships can deliver huge benefits.
-
B1: Building Trust Between Partner Organisations
Running time: 13:30 - 14:45
Programmes such as Joint Future are increasingly bringing together diverse parts of the Scottish public sector. To form effective & efficient partnerships, it is vital to develop & maintain mutual trust. How is this achieved?
-
B2: Shared 'Back Office' Functions
Running time: 15:15 - 16:30
Making the best use of resources may mean combining/sharing many 'back office' functions; with an unusual mix of 'partners'. How will this work & are there any 'untouchable' areas? * 'Back Office' functions include finance, HR, IT, procurement, legal, FM, travel services, marketing & communications.

What are the financial implications of customising training & facilities? Would greater understanding of the broad range of disabilities (whether mental or physical) be helpful to management & staff? How do organisations support existing staff re-classified as disabled?
- Stream D - Public Service: The Employer Of Choice The intense competition for employees with the appropriate skills, aptitude & attitude will only increase as the demographic time bomb ticks down. Promoting the richness & diversity of opportunity & challenge that is offered by public service is vital in attracting its 'fair share' of the available market & retaining the staff it already values.
-
D1: Attendance Management
Running time: 13:30 - 14:45
Staff absenteeism costs Public Sector organisations £700 per employee each year. In some Scottish Public Sector organisations, absence levels are 20% higher than the UK Public Sector average & almost double that of the private sector. This session will focus on the strategies, ideas & initiatives which can helpe develop a culture of 'presenteeism' within the public sector.
- Stream E - Innovation: The Fear Factor Ever heard the phrase 'Never do anything for the first time'? Individuals & organisations can often be at risk of blame when they innovate - or fail to innovate. The traditional approach within many public sector organisations has been to minimise risk & the cost of failure. -
A5: Transforming Performance Through Learning
Running time: 13:30 - 14:45
The session will explore the ways in which learning & enhancement of organisational performance can be linked. It will begin with an exploration of some ideas relating to workplace based learning, assignment work & the linkages between them & achievement of organisational objectives. This will progress to a practical exemplar of this in action in the public sector. Finally, there will be some discussion of strategic thinking and how it can translate into action and results.
-
A6: Accelerating The Move To HR Self-Service
Running time: 14:45 - 16:00
Developing HR self-service solutions can be fraught with risk, delay & disappointed ambitions. Much of this is because the endpoint is not clearly understood early enough in the project. This session will outline - from the perspective of HR - a fresh approach to delivering (faster, and with less risk) a ‘self-service’ that is embraced by your organisation, & delivers the efficiencies you are looking for.
- Stream B - Partnership: Partnering For Success Public services will increasingly depend on effective partnerships (Joint Future etc) across public, private & voluntary/community organisations. In sharing people, skills expertise & resources, these partnerships can deliver huge benefits.

-
C4: Age Neutrality
Running time: 10:45 - 12:00
Experts claim public service organisations must “completely revise their approach to diversity” in readiness for age legislation to be introduced in 2006. All employment policies will have to be viewed through the so-called age lens, with a mindset of ability: not age. This session will explain how real age diversity – employing a mixture of different age groups - brings substantial benefits

-
D3: Reducing Stress in The Workplace
Running time: 14:45 - 16:00
Public servants operate in the so-called ‘Premiership Of Pressure’ – occupying, as they do, the six most stressful jobs in the country. With employers facing new responsibilities to properly support staff they know are vulnerable to stress related illness, what are the options for a fresh approach to this increasingly important issue.
There has been little examination of how to operate successfully outside this zone whilst balancing risk & cost of failure.
-
E2: Tackling The Fear Factor
Running time: 09:00 - 10:15
Individuals – particularly those used to a ‘take no risks’ culture – can often be wary of additional workplace freedoms. How can they be reassured that a new spirit of organisational innovation will not lead to a greater risk of individual blame?
-
E3: Innovation In Recruitment
Running time: 10:45 - 12:00
