I am pleased to be able to offer my support to the Public Service People Management Expo 2006 which is being held in Glasgow. This event - which will examine issues including change management, efficiency, leadership and partnership working - is timely.

The Executive is currently engaged in a wide range of activity which aims to address these kind of issues and help deliver our shared priority - giving the people we serve the kind of high-quality public services they expect and deserve. Public services should, after all, be shaped around the needs of the people who use them - not people like us who provide them.

Firstly, I think it is important to recognise that we already have an excellent track record. I genuinely believe that the vast majority of people who work to deliver public services are there because they want to make a difference.

All of us involved in the public sector do, however, have a duty to seek continuous improvement - to ensure we continue to invest taxpayers' money as efficiently and effectively as we possibly can.

And that is exactly what the Executive's reform agenda is all about. No-one should be afraid of change - it will build on the excellent work already being done to ensure we do even better. And I believe the HR community will be at the heart of that drive for change. This change could mean different frontline jobs or shared support services - and the expertise of the people attending this conference will be crucial in seeking out opportunities and supporting management in their delivery.

Our ambitious Efficient Government initiative is underway, cutting waste and delivering efficiency savings which can then be ploughed back into frontline services. Other work is well underway examining issues around shared services, which have the potential to deliver further efficiencies.

And we will shortly be publishing a discussion paper which will be focussed on better, more efficient, more accountable and more responsive delivery of public services. This will be a genuine 'bottom-up' chance for the public sector to shape its own future - and I urge you all to seize the opportunity with both hands.

All of this work is being done hand-in-hand with our partners in the public sector.

I am sure the Public Service People Management Expo 2006 will be a success and help play a part in debating the issues we are addressing.
