Achieving Efficient Government in Scotland through Shared Services.

Research shows that Scottish public sector organisations spend between 5% & 15% of their operational budgets on support services.

This is equivalent to an annual cash spend of between £1.2bn-£3.7bn and three recent independent surveys of public sector & private sector organisations, operating shared services show:

  • average savings between 14% to 30%
  • some organisations achieving 60%

This has led Tom McCabe, MSP, Minister for Finance and Public Reform, to make the statement that “Sharing general business support functions like payroll or human resource services has the potential to deliver real savings – as much as £750m a year is possible”

Shared Services are not just about technology but will inevitably involve significant change management programmes for the workforce, changes to business processes, culture change and fresh property management issues etc. The primary areas of focus for most shared services programmes are HR, IT, Finance and Procurement, with additional significant interest in property and estates asset management.

It is the Directors and Heads of these services, along with Efficiency Teams, Change Agents, practitioners, and Project Managers from all parts of the public sector who will be attending the Shared Services Conference on October 10th at the Radisson SAS hotel, Glasgow.
