The ‘Skills for Scotland’ lifelong learning strategy set out by The Scottish Government provides a ‘cradle to grave’ blueprint for the nation’s future skills agenda.

It offers a vision of a smarter Scotland …”where people can work in teams, are creative & enterprising & hungry to continually learn new skills. They expect to realise their aspirations & are equipped to achieve their potential in a constantly changing world. People are motivated to contribute to Scotland's future & are confident that they can do so…. where employers improve productivity by investing in their own staff & are able to access a skilled workforce that is increasingly literate & numerate with good ICT & problem solving skills...where learning & training providers work as one system & thanks to wider use of technology & e-learning, barriers of geography & rurality have been reduced.”

It says that employers should:

  • Be ambitious, demanding consumers of skills;
  • Make best use of the skills of their workers by investing in their management & leadership & HR practices;
  • Understand how training can benefit their performance & their staff & be aware of the range of training & support that is available to them;
  • Be prepared to train individuals to develop the employee they want - & be prepared to invest in that training;
  • Encourage & facilitate staff to access available learning opportunities;
  • Work with learning providers to offer work opportunities & experiences, both at entry level & as integrated parts of higher-level learning, across learning sectors;
  • Create a better business environment by working more closely with communities;
  • Recognise the importance of their role in engaging with young people, schools & parents & carers;
  • Establish links with their relevant Sector Skills Council to ensure that their skills needs are addressed & their voice is heard in the development of qualifications;
  • Work together with Trade Unions, using local learning agreements, to support the development of individuals in the workplace.

A key element of the strategy is the firm commitment to develop the skills of Scotland’s public sector workforce.

It says... “The public sector in Scotland employs nearly a quarter of the workforce. The public sector should continue to act as an example of good practice to other employers by employing trainees & investing in its people to create a flexible & responsive workforce that is sufficiently skilled & flexible enough to meet 21st century demands.”

This inaugural conference will bring together delegates from all parts of the Scottish public sector to address how they can collectively and individually respond to the skills challenge. Crucially, they will also have the opportunity to meet and interact with the training, education and skills providers from the private sector and further and higher education, to discover what options are available to them in order to meet the diverse needs of the own organizations and the wider communities which they serve.
