Speakers- Chief Superintendent Bruce Milne FCIPD FInstLM FCIEA - Head of Education & Development : Scottish Police College
Bruce is a serving police officer with 29 years' experience in a variety of roles & responsibilities. From a broad operational policing background, his more recent career choices have been focused on human resource management & the development & quality of police training & education in Scotland & elsewhere. In his current role, he is responsible at Executive level for a portfolio which includes academic & international development work in Scotland & overseas. He is also responsible for training & educational standards across Scottish Police College business areas & professional education for police officers in Scotland & overseas. He is a Member of the Association of Scottish Police Superintendents; Fellow of the Chartered Institute of Personnel & Development (FCIPD); Fellow of the Institute of Leadership & Management (FInstLM); & Fellow of the Chartered Institute of Educational Assessors (FCIEA). In 2007, he received award of Champion of SQA for the development & delivery of qualifications for the police service in Scotland; & also the ‘Pride o’ Worth’ award from SQA for exceptional & inspirational leadership in education & training. Other responsibilities & activities: Project Manager for SCQF Credit Rating Project at the Scottish Police College; Deputy Programme Director for the Diploma in Police Service Leadership & Management qualification; Chief Examiner for Police (Scotland) Promotion Examinations; Chair of Scottish Police Flexible Learning Co-ordinating Group; Deputy Programme Director for Dip HE Training & Development.

Brian Lister joined SFEU in April 2006 as Chief Executive. Having started his career with the Scientific Civil Service, Brian Lister became a secondary teacher before joining Lauder College in 1981, progressing to Depute Principal from 1996. He was appointed Principal of Cumbernauld College in 1999. He also serves on the board of Scottish Enterprise Dunbartonshire & the Strathclyde European Partnership; he is vice-chair of COLEG (the Colleges’ Open Learning Exchange Group) & chairman of the North Lanarkshire Community Learning & Development Forum.
- 09:40 : Professor Chris Warhurst BA (Hons) PhD - Co-Director : Scottish Centre for Employment Research
Chris Warhurst’s research & publications focus on work & employment issues & developments. He has sole, co-authored & co-edited more than 12 books & published in academic & popular journals in the UK & internationally. From 2008, he is co-editor of the international journal Work, Employment & Society. He is the recipient of a number of ESRC awards & various other research contracts from the public, private & voluntary sectors. He has participated in a number of advisory groups for the Scottish Government, Scottish Enterprise & the Joseph Rowntree Trust, including for the School Leavers Survey Research Advisory Group of the Department of Education, Scottish Executive, & the Leitch Review of Skills for HM Treasury. He is also a Director of & Academic Advisor to the Scottish Low Pay Unit. At Strathclyde University Business School Chris Warhurst is Co-Director of the Scottish Centre for Employment Research (SCER). The purpose of SCER is to undertake user-friendly, high quality applied employment & related research for the policy-community in the public, private & voluntary sectors. SCER has been awarded over twenty research contracts to examine, for example: low wage work; skills & training in the service sector; recruitment & retention in the voluntary sector; job opportunities in the IT industry; union-led workplace learning; & the role and status of classroom assistants. He is the most closely associated with research examining ‘aesthetic labour’ or employment based on looks.
- 09:55 : Steve Inch BSc (Hons), DipTRP - Executive Director of Development & Regeneration : Glasgow City Council
Steve has spent all of his career working within the broad field of regeneration in a variety of public sector settings. In 1998 he was appointed Depute Director of the newly formed Department of Development & Regeneration Services (DRS) within Glasgow City Council which brought together the Economic Development, Planning & Property functions of various departments of the City Council. DRS has a crucial role in implementing the Council’s regeneration strategies &, in addition to having an annual revenue budget of over £200 million, is responsible for some of the Council's major capital projects. Steve was appointed as Director of the DRS Service in January 2005. As Executive Director he is responsible for the delivery of the Council’s planning & building control services; managing & developing the Council’s land & property portfolio – including the management of the Council's JV & partnership developments; housing investment; the development & implementation of the council's economic & social development programmes; transport policy (including the M74 project); major area regeneration programmes including the River Clyde regeneration programme, the Clyde Gateway, the Canal Corridor, & the new housing neighbourhoods; the development of the Commonwealth Game 2014 Athletes Village; the Council’s European funding & resources service; city markets. In addition to his Council responsibilities, Steve is a director of Glasgow Central College & the Lighthouse Trust; & chair of the Glasgow Film Office, Developing Strathclyde Ltd, Scotcash Ltd, & the Drumchapel Training Trust. He is former chair of both Strathclyde European Partnership & Glasgow Exports Ltd.
- 10:25 : Grahame Smith - Commissioner: UK Commission for Employment and Skills & General Secretary : Scottish Trades Union Congress
Grahame Smith is General Secretary of the Scottish Trades Union Congress. Grahame joined the STUC in 1986 as an Assistant Secretary with responsibility for Health & Social Services & Education & Training matters. He was appointed as the STUC’s Deputy General Secretary in 1996. In that role, he headed the STUC’s Policy & Campaigns Department & had specific responsibility for the STUC’s work on lifelong learning & public services. Grahame is a Graduate of Strathclyde University, where he obtained an Honours Degree in Economics & Industrial Relations. He led the establishment of the STUC Lifelong Learning Unit; the STUC Skills & Lifelong Learning Team & the Ministerial Trade Union Working Party on Lifelong Learning, of which he is a member. He is a member of the Scottish Union Learning Fund Advisory Committee & the Scottish Executive’s Lifelong Learning Forum. In December 2007, he was appointed a Commissioner for the new UK Commission for Employment and Skills, which became operational in April 2008. He is a member of the National Workforce Plus Partnership Board, the Board of Scottish Council for Development & Industry & the Church of Scotland’s Church & Society Council. He is the Vice Chairperson of Glasgow North Ltd. Grahame served as a member of the Careers Service Review Committee & was a member of the Ministerial Advisory Group on the Review of the Enterprise Network.

B3: Teambuilding Through Music & Performance

A workshop designed to provide a fun interactive experience by demonstrating how leadership skills & team dynamics can be developed through musical performance. During this workshop, delegates will be facilitated to work together to rehearse, produce & perform a musical number from a popular stage musical. B4: The Learner At The Centre – The Skills Strategy In Action.

The Continuous Learning Framework aims to continuously improve the quality of outcomes for people who use social services by developing a competent, confident & valued workforce. Its focus is a continuum of learning to develop knowledge, skills and crucially, personal capabilities. The session will explore this innovative partnership initiative between the Scottish Social Services Council & the Institute for Research & Innovation in Social Services & links to many of the key outcomes in Skills for Scotland, including building essential & employability skills & using the full potential of SCQF through recognition of prior learning.
