Speakers- 09:30 : David Sweeney - Head of Strategic Leadership : National School of Government
(Plenary Chair)
David Sweeney’s career has embraced the public and third sectors as well as private consultancy. A member of the Executive Committee of the National School of Government he is responsible for all leadership and governance products as well as the Virtual School.
His most recent role was as director of the Prime Minister’s flagship Top Management Programme (TMP), a cross-sectoral programme for senior executives personally supported by the Cabinet Secretary. He led the transformation of TMP into a globally focused development programme and has a particular interest in leading across systems and the impact of globalisation on public sector leadership. - 09:40 : Helen Sinclair-Ross - Talent Management Consultant : Improvement and Development Agency for local government
Helen Sinclair-Ross is an experienced Management Consultant with experience of Talent and Performance Management, having held posts in both blue chip companies and the public sector. Her experience also includes the management of Training and Development both in a new Unitary Authority and District Council.
She has been involved in talent identification, the introduction of competency frameworks and general skills development. Her recent work includes knowledge management and workforce planning within local authorities and she is currently leading and promoting the advancement of skills within organisations and their links to corporate strategy. - 10:00 : Jim O'Connell - Director of Leadership : Department of Health
Jim joined the Department of Health in February 2008 as Director of Leadership. The role is responsible for system level Leadership Development, Talent and Capability Planning and Organisational Design. Jim also acts as Programme Director for the Leadership Workstream of the Next Stage Review.
Previously Director of Workforce and Organisational Development at NHS South Central, prior to that he led the NHS Electronic Staff Record (ESR) Programme - the world's largest deployment of an integrated HR and Payroll System. Earlier roles include National Director of HR for Shared Services, HR Director at East Kent Hospitals NHS Trust and HR Director at the Hillingdon Hospital NHS Trust. Jim's first degree is in Business Studies. He also holds an MBA from Loughborough Business School and is a Fellow of the Chartered Institute of Personnel and Development. - 10:20 : Nick Shaw - Chartered Occupational Psychologist : SHL Group Ltd
Nick graduated with a BA Honours degree in Psychology from the University of Durham in 2000, he then spent a year teaching English in South Korea.
On his return to the UK, Nick completed an MSc in Organisational Psychology at UMIST. His dissertation investigated the relative effect of cultural perceptions and culture fit on both organisational performance and organisational citizenship behaviour.
Nick has worked with a number of national and international clients in both public and private sectors, to deliver projects which enabled those organisations to define their talent requirements, measure capability and implement ongoing development plans. Examples include English Partnerships, Cabinet Office, NCSL, Vodafone and American Express.
Nick is a Chartered Psychologist and currently supervises a number of Practitioners in Training. In the past year, he has presented on Talent Management at a number of conferences, including the Annual CIPD Conference in Harrogate and the HRD Conference in London.
