David has worked in public sector procurement for the past 15 years, and prior to that in the construction and manufacturing industries. David joined OGCbuying.solutions (then The Buying Agency) in 1993, working closely with the Ministry of Defence in the development of Defence Standards and in leading a procurement team in support of the MoD’s Defence Accommodation Stores. Prior to becoming involved in Travel, he was Head of Buying Solutions Energy, leading a procurement team in the development of an innovative electricity contract that delivers over 1 million megawatt hours of energy from renewable sources to public sector users. In Buying Solutions Travel, David leads a cross-government Travel Category Strategy Team formed under the Transforming Government Procurement agenda to deliver both financial and sustainability savings in travel to public sector departments. ‘Re-Thinking Business Travel’
Before joining the RAC Foundation, Stephen Glaister was Professor of Transport and Infrastructure in the Centre for Transport Studies at Imperial College London, where he maintains links. He has specialised in the economics of transport with a concentration on economic regulation and deregulation. He was a member of the Government's first Advisory Committee on Trunk Road Assessment and he has been Specialist Advisor to the Parliamentary Select Committee on Transport. He acted as advisor to the Department of Transport on bus deregulation. He was a non-executive director of London Regional Transport from 1984 until 1993. He was an Economic Advisor to the Rail Regulator and to the Gas Regulator. In 1998 he was awarded the CBE for services to public transport. He has developed models for the Department for the cost benefit assessment of urban public transport subsidies. He has also worked on urban transport evaluation for the World Bank and was a board member of Transport for London during Ken Livingstone’s time in City Hall. He was a member of the Steering Group of the Department's Road Pricing Feasibility Study and has extensive experience of providing high-level technical and policy advice to the Department, including as a contributor to the Eddington Review. He is a past Managing Editor of the Journal of Transport Economics and Policy and is a member of the London First Transport Initiative. 'Public Procurement And Management Of Business Travel'
David’s career history in procurement, commercial and contracts activity spans 30 years. Prior to joining Defra, he worked in the computer, instrumentation and process engineering, aerospace and graphics arts industries. He has extensive experience of TQM, continuous improvement and management of change programmes together with implementation of computerised purchasing and logistics systems. Defra is currently implementing web-based supply and electronic billing. David is a strong exponent of strategic cost management, the economics of quality, and the application of risk management techniques to procurement activity. He is the Defra official charged with taking forward the public sector food procurement initiative, and is responsible for the DEEPS programme which will deliver the departmental procurement strand of the Gershon efficiency programme. As part of this programme, David’s team has been developing the value for money methodology covering Defra’s role as the Gershon change agent for environmental services. - 10:10 : Jacqui Wilkinson - Head of Sustainable Travel Initiatives : Department for Transport
'Sustainable Travel - Leading By Example'
Jacqui joined the Department for Transport in November 2003 as head of Sustainable Travel Initiatives. She launched the National Business Travel Network in February 2007, which is now part of the Government's ACT on CO2 campaign; has been overseeing the Sustainable Travel Towns initiative which is due to be completed in 2009; and was project manager for the 'Travelling to School' initiative. She also set up the sustainable transport policy group for the British Irish Council which is aimed at promoting sustainable travel across the British Isles. Before joining the DfT, she worked in the Highways Agency (HA) managing major innovation programmes including devising and implementing the HA’s ‘Influencing Travel Behaviour’ project and managed the research resulting in establishment of the Traffic Officer Service on the motorway network. 'The New National Standard For Travel Plans'
John is Visiting Professor of Sustainable Transport at Liverpool John Moores University, Professor of Sustainable Development in the Stockholm Environment Institute at the University of York and managing director of the transport consultancy Eco-Logica Ltd. He is editor of the journal 'World Transport Policy and Practice' and author of 10 books on transport. He has worked on transport projects in China, India, Germany, Denmark, Sweden and Australia and is deputy chair of the Local Government Association Regeneration and Transport Board.

Simon joined BT as a videoconferencing specialist in 1993, quickly expanding his expertise by moving into audio and then web conferencing.
During his career with BT Conferencing he has managed a number of teams, including the UK Videoconferencing Team, and also enjoyed two years managing the ‘Training and Knowledge Management’ area for the business.
In 2005 Simon established a team to become conferencing experts within the Public Sector. This team is at the forefront of supporting audio, web and video conferencing applications, and advising at both a national and local level. He is regularly asked to present at events and exhibitions and is now acknowledged as a conferencing expert, understanding the issues and obstacles the public sector currently face.
