Apart from a two-year spell in the private sector, Mike Burt has been a civil servant for virtually all of his working life, predominantly in the then Department of the Environment where he was Head of Procurement & also responsible for the Department’s programmes for outsourcing & downsizing. He then moved to the Treasury & Office of Government Commerce as Head of Procurement Practice & Development, where he led mainly on the development & improvement of Government’s capability as a client of the construction industry. Mike is currently Director of Government Estate Transformation at the Office Of Government Commerce (OGC), with primary responsibility for implementing the Government’s relocation & estates transformation initiatives & achieving annual efficiency savings of between £1 billion & £1.5 billion by 2013. Additional key responsibilities include coordination of the Government’s civil estate property holdings that cost £6 billion a year to run, & the development & implementation of a stronger & more strategic property portfolio role for OGC and for the management and use of the Government estate, including improved sustainability performance. Mike is the immediate past Chairman of the Chartered Institute of Purchasing and Supply (CIPS). He has extensive experience of public sector procurement policy development & delivery, public sector change management & business change issues, programme & project delivery & systems analysis.

Nigel Smith joined the civil service as Chief Executive of the Office of Government Commerce in September 2007. He has a successful track record spanning over thirty years of leading major national & global companies. Most recently he has been responsible, as President of the Invensys Rail Group, for the strategic direction & business performance of the global rail industry activities of Invensys Plc. Prior to that, he explored various industrial buy-outs, with Venture Capital finance & spent some time on international consulting in Europe & Australia. From 1995 to 2001 he was Chief Operating Officer, then Chief Executive, of the Charter Group Plc. Nigel started his career working on technology & industrial products with Dowty / T.I Group, where he held a number of Board positions including Projects Director, Commercial Director & Managing Director in the Aerospace Division. Prior to joining Charter Plc, he led GEC Marconi Electronics civil products activities as MD of GEC Marconi Electronics Ltd. Nigel Smith is a 2nd Permanent Secretary at the Treasury & a member of the Treasury Board. He is also the head of the Government Procurement Service (GPS) & Project & Programme Management (PPM) professions. OGC is an office of HM Treasury, responsible for improving value for money by driving up standards & capability in procurement, from commodities buying to the delivery of major capital projects, maximising the effective use of 60% of Government spending & a £30 billion property estate. In March of this year the Government announced the creation of a new Centre of Expertise for Sustainable Procurement within the OGC alongside a new post of Chief Sustainability Officer, which will drive forward a culture of change across all departments in sustainable operations & procurement.

Sara Eppel is Director of Policy at the Sustainable Development Commission, & oversees SDC’s three work areas: policy advice to Government, delivering its Watchdog role, & building capability in sustainable development across Whitehall. SDC’s policy work covers energy & climate change issues, regional & local governance, health & food policy as well as delivery of operational sustainability by Government, the NHS, public service regulators, & work within Whitehall to improve skills in key professions such as the economic & procurement services. Sara joined SDC in 2004 from the Energy Saving Trust. Prior to that Sara worked in Paris as a consultant to the International Energy Agency (on renewable energy & energy efficiency) & the OECD’s International Futures Programme. Before moving to Paris Sara was a civil servant in the Department of the Environment working on climate change policy, & spent three years in the Prime Minister’s office.
- 10:10 : Frank Duffy - Founder : DEGW
Frank Duffy, doyen of office design theory in the UK, points to major changes in the way business conducts its activities. Combined with rapid, universally accessible technology changes, these are set to challenge conventional wisdom’s about what offices exactly are about. Frank is a world authority on organisation theory & office design. He is founder of the international practice DEGW which he co-founded in 1974. Trained as an architect at the Architectural Association School, he gained a March at Berkeley & a PhD at Princeton. He was president of the RIBA between 1993 & 1995. Duffy’s three main areas of interest at DEGW are relating organisation & technological change to office design, research - such as the seminal IBM Orbit studies the more recent 'Responsible Workplace' & 'New Environments for Working studies' - & writing for a wider audience about the theory & practice of design. His recent books include 'The Changing Workplace, The New Office, Architectural Knowledge' & and 'Design for Change'.
- 10:35 : Angela Eagle MP - Exchequer Secretary To The Treasury : HM Treasury
Angela was appointed Exchequer Secretary to the Treasury in July 2007. Prior to this Angela has been Parliamentary Under-Secretary of State for the Home Office (2001-02); the Department of Social Security (1998-01); the Department of the Environment, Transport and the Regions (Minister for Green Issues and Regeneration) (1997-98); & was an Opposition Whip (1996-97). She has been on a number of Commons Select Committees, including the Members Interests Employment Select Committee, the Public Accounts Committee (twice); & Treasury Select Committee, & the Treasury Sub-Committee 2002-2007. Angela has been Vice-chair of the All-Party Equalities Group & in 2005 was elected Vice Chair of the Parliamentary Labour Party. She is also a member of Labour's Ruling National Executive Committee (NEC). She was elected as the first ever Labour MP for Wallasey in 1992, after holding a number of posts within the Labour Party. Angela was educated at Formby High School, & then gained a BA (Hons) in Politics, Philosophy and Economics at St John's College Oxford. She worked for CoHSE (now UNISON) as a Researcher, the Press Officer, & then Parliamentary Liaison Officer, before being elected to Parliament. Angela's political interests include Economic Policy, the NHS, & the politics of sport.

A3: Working Beyond Walls – Technology & People

The BBC White City Project & the new BBC Worldwide Project will be used to illustrate the issues & opportunities associated with the new contemporary ways of ‘Working Beyond Walls’ & the issues associated with a distributed way of working. The session will include short presentations from both the Client & the Project Implementation Team & will explore the aspirations of the BBC, the business case for a distributed working model & strategy, & the challenges of maintaining business brand, culture & identity when occupying shared real estate. Using the Benefits Realisation Study from the DCSF, this session will finish with a discussion on ways to test & measure project outcomes and business performance.

A4: Work Space Standard - How To Meet It & Efficient & Effective Use Of Space

The focus of property managers has for many years been on the efficient use of space on the basis that it must be a 'good thing' if you can deliver the same output for less input. Recent government imperatives & RICS guidelines have amplified the message. B3: Natural Justice - Manchester Civil Justice Centre - A Case Study

The iconic new Manchester Civil Justice Centre, the biggest new court complex since the Royal Courts of Justice, incorporates natural ventilation, ground water cooling, daylighting & other features to achieve demanding user targets for comfort and energy. This exemplar working space opened in October 2007. The building is an excellent example of architects & engineers working together. User feedback has been enthusiastic & Mancunians generally seem pleased with it. The building has been winning awards for architecture, structure & for being Green.

As part of the High Performing Property Programme, OGC & NAO have combined to develop the Maturity Matrix & the NAO's asset management performance assessment framework into a single integrated assessment tool for use by auditors, reviewers & responsible officers in departments. He is now known the world over as co-founder & Chief Executive of the award winning Eden Project.
